Become a California Department of Justice (DOJ) Certified Instructor in order to test candidates and issue the California Firearm Safety Certificate (FSC).
This certification is perfect for Federal Firearms Licensees (FFLs) who need to be certified — and for FFL employees who will be issuing FSC cards.
We come to your location to provide the training, and a travel fee may apply for classes held outside the local area.
About the California FSC Instructor Course
The California DOJ Instructors Course is designed to teach all the information necessary to perform the duties outlined by the DOJ in issuing Firearm Safety Certificates and conducting the Safe Handling Demonstration for students.
Course duration ranges from 4 to 8 hours, depending on the instructor candidate’s prior knowledge and ability to understand and apply the materials being taught.
All materials and firearms required for this course are provided by the instructor, as required by the DOJ. This includes the DOJ application you will submit for certification.
This is a classroom-only course — no live ammunition is required. The course is available for individual or group instruction, and classes are scheduled as needed to accommodate your schedule.

Each instructor candidate must perform the DOJ Statutorily Mandated Safe Handling Demonstration on the following nine types of firearms:1. Semi-Automatic Pistol2. Single Action Revolver3. Double Action Revolver4. Pump Action Long Gun5. Lever Action Long Gun5. Bolt Action Long Gun7. Break Barrel Long Gun8. Semi-Automatic Long Gun (Magazine Fed)9. Semi-Automatic Long Gun (Non–Magazine Fed)All firearms and required materials for this portion are provided by the instructor.
All DOJ Certified Instructor applicants must hold a valid Certificate of Eligibility (COE) before submitting their DOJ Certified Instructor application.

A Request for Live Scan Service form BCIA 8016 is attached to the COE application.
Please note that COEs must be renewed annually, and the processing time is approximately 30 days.
Once you have received your COE number from the Bureau of Firearms, you can apply to become a DOJ Certified Instructor by completing the Firearm Safety Certificate (FSC) Program DOJ Certified Instructor Application form BOF 037 available at the same DOJ website or apply online through the FSC Certified Instructor Firearm Certification System.
Class Duration: 4 to 8 hours (depending on participant experience)
Location: Conducted at your firearms business or training facility
Requirements: Private space for demonstrations and student practice
Firearms: Real firearms required (no substitutes or training guns)
Tuition: $200 per student
Minimum Fee: $400 per class
Travel Fee: May apply for locations outside the local area.
